Thomas Grover of Montague, Massachusetts, sent this list of grievances against the Massachusetts government to the Hampshire Gazette newspaper in December of 1786. He was among the Regulators, those who took up arms against the Massachusetts government during Shays’ Rebellion (1786-1787.) His demands included moving the state capitol out of Boston and revising the state’s new constitution. Other Regulator grievances included high taxes and the Massachusetts court system. William Butler began printing the Hampshire Gazette in Northampton, Massachusetts, in September of 1786, to report on the armed unrest in Western Massachusetts. He used his newspaper to denounce the Regulation and urged readers to support the government.
