The economic collapse that began in 1929, presented a challenge to the administration of President Herbert Hoover regarding immigration.  The administration sought to reduce unemployment by restricting the nation’s labor supply and targeted immigrants who would compete with United States citizens for a diminishing supply of jobs. Financial qualifications of potential immigrants were tightened to ensure that those who were permitted into the country would not add to the burden on limited social services and security along land borders was strengthened.
