This is a complaint against Thomas Rose of Leyden, Massachusetts, for not appearing as summoned for militia training day. All able men in Massachusetts between the ages of 16 and 60 were required to attend two militia training days per year, armed and equipped as required by the law. Thomas Rose failed to appear on September 29, 1788, and was fined 10 shillings and 2 pence, which, as of November 11, he still had not paid.
